In 2013, the Consumer Product Safety Commission (CPSC) issued over 250 product recalls, including recalls for apparel and footwear for adults and children. As product recalls continue to occur at alarming frequency, retail and consumer product goods companies are also grappling with related issues including penalties, blocked shipments, expensive redesign work, and scrapped products.

Against this backdrop, several states today are considering regulations along the lines of California Green Chemistry, California Proposition 65, Washington State's Children's Safe Product Act, and Maine Safer Chemicals in Children's Products. Additionally, federal regulations such as Consumer Product Safety Improvement Act (CPSIA) and Toxic Substances Control Act (TSCA) pose significant legal and compliance-related challenges for retail and consumer goods companies.

To effectively meet these compliance requirements, and to mitigate potential brand and reputation risks, retail and consumer product companies are moving away from a document management-based approach to a more integrated compliance program. An integrated compliance program can include other areas such as product policy and compliance, product risk assessment and management, quality inspection and audits, non-conformance, and corrective and preventive action management programs.
